NEW YORK, June 13. /TASS/. The US leadership is secretly encouraging agricultural and transport companies to increase purchases of Russian fertilizers against a sharp decrease in supplies due to sanctions, Bloomberg reported, citing sources.
"The EU and the US have built exemptions into their restrictions on doing business with Russia to allow trade in fertilizer, of which Moscow is a key global supplier. But many shippers, banks and insurers have been staying away from the trade out of fear they could inadvertently fall afoul of the rules. Russian fertilizer exports are down 24% this year. US officials, surprised by the extent of the caution, are in the seemingly paradoxical position of looking for ways to boost them," the agency wrote.
According to the report, "The effort is part of complex and difficult negotiations underway involving the United Nations to boost deliveries of fertilizer, grain and other farm products from Russia and Ukraine.".

Certain limited activities have been authorized until December 5, the Treasury Department says
The US Treasury Department on Tuesday issued a general license authorizing energy-related transactions with sanctioned Russian banks until December. The previous permit was due to expire on June 24.
According to the document, published on the department's website, transactions will be allowed with Vnesheconombank, Otkritie, Sovcombank, Sberbank, VTB, Alfa-Bank, and the Central Bank of Russia.
"For the purposes of this general license, the term 'related to energy' means the extraction, production, refinement, liquefaction, gasification, regasification, conversion, enrichment, fabrication, transport, or purchase of petroleum," the statement reads.
This includes crude oil, lease condensates, unfinished oils, natural gas liquids, petroleum products, natural gas, or other products capable of producing energy, it states.
Also included in this category is coal, wood, or agricultural products used to manufacture biofuels, or uranium in any form, as well as the development, production, generation, transmission, or exchange of power, through any means, including nuclear, thermal, and renewable energy sources.
Washington has imposed sanctions on Russia's largest banks, freezing any assets "touching the US financial system" and prohibiting Americans from conducting business with them.

Residents of Kyiv were out in their droves on Saturday to make the most of 34 degree temperatures, with hundreds enjoying the sunshine on the city's central beach - just weeks after Ukraine's capital came under siege from Russia's invading armies and rocket strikes levelled buildings and killed civilians.
Pictures from the banks of the Dnieper river that courses through Kyiv showed people lounging in the sun, swimming in the water and playing games of volleyball, with the city's skyline seen across the river.
Earlier this year, the same view of the city would have featured smoke rising above the skyline as Russian shells bombarded Kyiv and Ukrainian defenders fought to keep their would-be conquerors from reaching its centre.
Back then, snow covered much of the city. Now, the summer weather has coincided with relative peace after Vladimir Putin's armies were pushed back from the capital and redeployed in eastern Ukraine.
But there is also a sense of anxiousness as men from the capital continue to be called to the front lines - where as many as 100 Ukrainian soldiers are dying in fighting each day - and the threat of attack still looms large, with Kyiv being struck by Russian missiles as recently as last Sunday.
